Communicating with legislators*

Here are some suggestions that will make sure that your voice gets heard.

Remember that legislators are drowning in work and they are exhausted.  So are their aides.  

Anything you can do to make their job easier will be appreciated and will affect the way your ideas are received.

 If you want to communicate with legislators, it is best to write on paper instead of E-mailing.  E-mails are often simply counted, not read, especially when it is near voting time on a bill. 

 Send your letter long before the issue is scheduled to come up for a vote.  That way the aide will have more time to read it and get it to the legislator at a time when he/or she has enough time to really pay attention.  Hundreds of bills are introduced each session.  The legislator is focused on the bills he has introduced, and he may not even be aware of the bill you are interested in.  Make sure he becomes aware of your issue by writing.

The aide keeps track of the amount of correspondence received on both sides of each issue, and sometimes if the legislator doesn’t have a strong opinion on a vote, they vote on the side where they got the most letters.  

If your letter is well presented, the legislator sometimes will take your letter up to the podium and argue straight from it.  You saved them time, made their job easier, and made them look good.  They are grateful, and they do remember the good letters and ask for them from the aides when they are getting ready to argue their case.

Take a logical, unemotional, concise and practical approach when you write and go step by step through your argument for or against a bill.  Attach to the back of the letter, any documentation you think will help.   Be sure to anticipate and address each point that you think the opposition will bring up and then refute those arguments.  This will help the legislator respond to questions.

If you really want to get the legislator’s ear, talk to their aide in person or by phone along with sending a letter.  Everything goes through her/him, and then to the legislator’s ear.  They are very busy, and very tired, so be kind and get organized before you call so you can make it short and sweet.

If you represent a larger group of people make sure they know that.  Give them numbers, such as “I represent the 150 members of the xxx goat group.”  To give you an example of using this approach to your advantage, I will tell you about 48 parents of deaf children who approached me when I was an aide.  They wanted the legislator to oppose a bill that would close the School for the Deaf, and mainstream their kids into the public schools.  They got organized, decided what they wanted to say, and had one woman call me to lay out their argument.  She said “Rather than have all 48 of us call you individually, I was elected to call you to speak for the group. “  (She made points right away, as I was exhausted and extremely grateful not to receive 48 phone calls!)  I had her send me a paper copy of their argument, gave it to my legislator, and with his approval, copied it and sent it to every senator and representative in the building.  My legislator and I had never even heard of the bill (this is not at all unusual) when I received the initial call.  Yet, when the bill came on the floor for argument, the legislator asked me for their letter, took it to the podium and argued their case.  With one well written letter, and one well planned phone call, they got direct access to everyone in power, and won their case.

The least effective things you can do are to use too much emotion, call names, accuse, not be grateful for the hard work the legislators do, overstate your case, or use a form letter or e-mail.  I saw many legislators angrily ball those form letters up and throw them in the garbage.  Their view was, that if people didn’t care enough to take the time to write a regular, then they really didn’t care all that much.  They also figured that people are easily coerced into sending those form letters, and may not really have strong feelings about the issue at all. Therefore, they saw the numbers as being skewed.   Mere numbers don’t count as much as content, so take the time to write a good, clear letter, and make it short and sweet.  Include everything that does matter, and leave out the rest.

This is the national dairy goat organization.  

They do record keeping for registered goats, keep breed standards, and do a lot of work on goat shows 

and judging.  If you want to participate in goat shows you may have to join this group.  

If you do not do goat shows, show for 4-H or FFA, then you don’t need to join it unless you want to.  

Lots of good information on their site about what to look for in a goat.
